They don't explicitly state on the packaging whether it's fortified or not, but in the ingredients section they list down the various B vitamins, which to me suggests that it is fortified. Because if it weren't fortified then it wouldn't be an "ingredient" per say? I'm not sure. Anyway my desktop research seems to suggest that non-fortified nutritional yeast is extremely rare and possibly not available in many countries, unless you order from overseas.

I was wondering the exact same thing... my guess is that it’s fortified, but they worded it strangely.
